The Highway ISAC and Highway Watch® Program are operated by American Trucking Associations, Inc.

under an on-site contract with the Department of Homeland Security, at the Transportation Security Operations Center .   

        UPDATE

Recently the Highway ISAC Issued a Request For Information (RFI) To the Highway, Intelligence and Law Enforcement communities regarding reports of alleged suspicious behavior occurring in the great state of Florida .  Highway Watch Program members utilized their considerable professional skills and the lessons learned during Highway Watch Training to note and report behavior that to them “didn’t look right”. The reported activity involved fuel tanker trucks…  The Highway Information Sharing Analysis Center (ISAC) with support from elements of The Department of Homeland Security , Transportation Security Administration and the Southwest Terrorism Task Force analyzed the information received by the program and crafted an RFI (Request for Information) report that was distributed to The Highway, Law enforcement and Intelligence communities. In response to the Highway ISAC / Southwest Terrorism Task force Issued report, The Highway Watch Program received numerous reports of activity deemed suspicious by the reporting party. We continue to review and analyze the information that comes in and as usual will make the results of our analysis available to allinvolved.

On 01-13-06 The Highway ISAC received word from Southwest Terrorism Task force that the efforts of all had paid off. According to Special agent Jim Myers, the person pictured in the previously issued RFI was located and interviewed at length as a direct result of the Highway ISAC issued RFI. While there is no known terrorism nexus associated with the person pictured in the RFI, The circumstances are such that resolving these reported incidents were very important indeed.  

The Highway ISAC would like to thank those who supported this effort and who by deed make Americas ’ Highways safer. Our gratitude and thanks to the FDLE Southwest Terrorism Task force and SA Jim Meyers who doggedly followed up on leads given to him by members of the Highway Community.   We congratulate the members of the Highway Community. Drivers as well as safety and security executives in the Tank Truck segment of our diverse community made concise detailed reports to the Highway watch Program that are responsible for bringing resolution to the aspects of the RFI that involved the pictured individual. Highway Watch Program Coalition Members like the National Tank Truck Carriers (NTTC) continue to play a critical role in enhancing the Highway Watch Programs ability to assess tanker related threats. There is no known Terrorist Nexus Associated with this individual

 The Highway ISAC has received the following report from the Florida Department of Law Enforcement. Additional details regarding the incidents described below have been provided to the Highway ISAC fromHighway Watch® Program participantsfor further analysis and distribution. Please note that while law enforcement is actively seeking more information regarding these incidents and the person pictured in the accompanying attachment, to date the Highway ISAC is unaware of any illegal activity associated with the reported incidents.  The person(s) described or pictured are of interest to Law Enforcement but are not to be considered suspects of any illegal activity. Please see the attached photographs of the person of interest.
